The journal is on top of those white packages. Liberate the outpost and look for the journal on a table inside the safe house.
Uplay Activation code. right click on farcry 4 in steam library click on manage click on cd key you will see your cd key of game. If you bought FC 4 recently you don't need activation code. The game/dlc's should autoactivate. Re-install U-play (get the latest version from U-play//Ubisoft) and run U-play as administrator.
